Of 38 member countries, 28 were officially represented at the congress. It was noticeable that unlike the umbrella organisation of OISTAT, UNESCO, no high officials arrived but representatives of the national organisations, which could consider themselves lucky if they were reimbursed for travel expenses and – provided that freelancers – did not miss an important assignment. … The statutes were voted on even before the elections because they contained a substantial change in the electoral law: the president is to be elected by the General Assembly of Congress and not, as before, from among the 13 countries represented on the Executive Committee. The draft of the statutes was approved in its entirety.

After 19 years of Helmut Großer’s presidency, the „ball“ went back to the USA: Dick Durst was elected the new president of OISTAT. The Executive Committee was composed of the following countries (in order of votes): Netherlands (26), Canada (25), Czech Republic (25), United Kingdom (25), Sweden (25), Germany (23), Finland (22), Japan (21), Chile (19), Hungary (19), Austria (16), South Korea (16) and USA (automatically by the Chairman).

Von 38 Mitgliedsländern waren 28 auf dem Kongress offiziell vertreten. Es war zu spüren, daß im Unterschied zur Dachorganisation der OISTAT, UNESCO, keine hohen Beamten anreisten sondern Vertreter der nationalen Organisationen, die sich glücklich schätzen konnten, wenn sie die Reisekosten erstattet bekamen und – sofern Freiberufler – keinen wichtigen Auftrag versäumten. … Die Satzung wurde noch vor den Wahlen abgestimmt, da sie eine wesentliche Änderung des Wahlrechts beinhaltete: Der Präsident soll von der Vollversammlung des Kongresses und nicht, wie bisher, aus der Mitte der 13 im Exekutivkomitee vertretenen Länder gewählt werden. Im ganzen wurde der Entwurf der Satzung verabschiedet. 

Nach 19 Jahren Präsidentschaft von Helmut Großer ging der „Ball“ wieder zurück an die USA: Dick Durst wurde zum neuen Präsidenten der OISTAT gewählt.

Das Executive Committee setzte sich aus folgenden Ländern zusammen (in der Reihenfolge der Stimmen): Niederlande (26), Kanada (25), Tschechische Republik (25), Großbritannien (25), Schweden (25), Deutschland (23), Finnland (22), Japan (21), Chile (19), Ungarn (19), Österreich (16), Südkorea (16) und USA (automatisch durch den Präsidenten).
